Data-center growth meets local capacity

Virginia Gov. Abigail Spanberger announced a Data Center Accountability Framework on September 18 and signed Executive Order 22 to put several measures into action immediately. The plan addresses transparency, environmental impact, electricity costs, and community participation.

The framework proposes local approval for data centers using more than 25 megawatts, rather than allowing those projects to proceed automatically. It also calls for better planning tools so communities can evaluate large developments before they arrive.

The grid becomes part of the deployment architecture

Virginia says utilities should allocate a more equitable share of transmission and generation costs to data centers and other large-load customers. The proposal also covers energy efficiency, water use, land impacts, diesel backup operations, and cleaner backup power.

For large-scale computing, the hardest dependency may no longer be only silicon or software—it may be permission to draw power.

The framework still includes measures proposed for the 2027 legislative session, so the final rules may change. Even so, it signals that data-center economics will increasingly be shaped by grid reliability, water availability, permitting, and public cost allocation.
